The Chancellor's [Helmut Kohl's] Meeting with Israeli Prime Minister Rabin on Monday, 14 September 1992

Kohl and Rabin discuss the situation in the Near and Middle East and the changed in Syria's position toward Israel after the demise of the Soviet Union. Rabin expresses concern about the continued arms race in the region and Syria's purchases of Scud missiles from Russia and Slovakia. He also reiterates Iraq's continued capability to go nuclear within 5 to 6 years despite international arms control inspections. Last but not least, Kohl and Rabin discuss the situation in Iran and Kohl's contacts with President Rafsandjani.

Telegram informing Kim Il Sung that the French government contacted the Soviet government and asked for help in facilitating the release of 14 French citizens (specified) from the DPRK authorities, and to give an exact idea of the fates of those citizens (specified) on which the French authorities have received no information since the beginning of the war in Korea.

The note points out the North Korean mission in Paris (since 1968) and the intent of both the Swiss and the Austrians to establish similar missions soon. It mentions the drying up of significant communist loans as a motivation for Pyongyang's increasingly Western economic orientation, particularly through machine and equipment import.

The Romanian delegation argues against a joint declaration of the Warsaw Pact on non-proliferation for fear that it might be used against China. The other delegations argue that a joint declaration is necessary in order to prevent the creation of the Multilaterall Nuclear Force proposed by NATO.
