On the Commemoration of Vietnam's National Day
To the Guangxi Autonomous Region Foreign Affairs Office and to the Foreign Affairs Offices of Guangdong, Yunnan, and Fujian Provinces:
Owing to the Vietnam authorities continuing and intensifying their policy of treating China as an enemy and to Vietnam and the PRC continuing to maintain diplomatic relations, we will send a short congratulatory telegram in the name of the National People's Congress Standing Committee to the Standing Committee of the National Assembly of Vietnam. The telegram will stress that maintaining the friendship between the Chinese and Vietnamese people is in line with the fundamental interests of the people of our two countries. If Vietnamese expatriates in China organize local celebrations of Vietnam's national day, we shall not provide assistance nor shall we interfere. If that occasion is used to spread anti-China propaganda, that should be addressed and handled appropriately.
