Prime Minister may kindly see notes from page 18, flagged E, and the letter flagged X which is a reply from the Soviet government to the US proposal for a limited conference on Antarctica. We have been asked informally by the Soviet government what we would think of a proposal by them that India should also be invited to the conference. Defence minister has expressed his views in his note on June 16. As desired by him we now propose to inform the UN Secretariat of our intention to include the subject of Antarctica in the agenda for the next meeting of the UN General Assembly. We need not show any anxiety to participate in the limited conference and may tell the Soviet government so.
