128-fs(P)/67 – HAS TO DO WITH KOSYGIN’S VISIT TO UK IN FEB ‘67

 

…On the non-proliferation of nuclear weapons, there is obviously no great difference in the opinion of the two countries [UK and USSR]. In fact, Kosygin said this in so many words and expressed the hope that “the work being done to prepare an appropriate international treaty will soon be successfully completed. However, he added “non-proliferation is not a method of fixing a special status for the present nuclear powers, but it is an important stage in the struggle for nuclear disarmament, for the prohibition of nuclear weapons, for their complete removal from the armaments of States and their elimination – and we are sure that in the long run we shall succeed in the effort to solve all these problems.”

 

This note states that Kosygin thinks non-proliferation is not a method of fixing a special status for the present nuclear powers, but it is an important stage in the struggle for nuclear disarmament.
