During a visit to Bucharest in June 1966 Shah Mohammad Reza Pahlavi told Ceaușescu that the 'small powers' in the international system must try to 'get along' in order to allow the superpowers to 'cut down on the responsibilities they took upon themselves intentionally or not, wisely or not.'

Romanians note that Nixon seemed sincere in his desire to normalize relations with China, and that he believed the Vietnam issue could not be solved militarily. The Romanians believe that Vietnam should pursue the opportunity for talks. Zhou Enlai states that the widespread activity of the USSR proves that the Soviet leaders are "crazy." The Romanians affirm that they would encourage neither the USSR or China to heighten aggression with the other.

The Romanian delegation argues against a joint declaration of the Warsaw Pact on non-proliferation for fear that it might be used against China. The other delegations argue that a joint declaration is necessary in order to prevent the creation of the Multilaterall Nuclear Force proposed by NATO.

The discussion ranges between economic integration issues, to the Sino-Soviet split, Soviet-Albanian relations, and politico-military cooperation between Warsaw Pact states.
