Zorin relays the events of the UN Security Council meeting, transmitting the speeches made by the US and Cuban delegates. US delegate Stevenson tried to justify US actions against Cuba and proposed the American draft resolution. Cuban delegate Inchaustegui demanded the immediate recall of the US measures. Zorin says although some Africa and Asian countries realized the illegality of US actions, however, they were not determined to take any concrete steps. Zorin also sends the proposed draft of a new resolution.

Stalin and Fierlinger discuss the issues of Transcarpathian Ukraine, tobacco in Czechoslovakia, American troops in Czechoslovakia, the Teshin Region, and the development of the Czechoslovak army.

Soviet response to the new UN proposal based on the US and Soviet government’s approval. They also discussed a proviso in U Thant's first address forbidding ships arriving in Cuba from carrying weaponry, a new American proposal and the Soviet inability to discuss actions to be taken on Cuban territory.

In this telegram, V. Zorin discusses Chinese economic relations with the Democratic Republic of Vietnam. China has sent instructions to recall economic and political advisors from the DRV, but the Soviet Ambassador to the DRV has determined that economic assistance is still needed.
