Zhou Enlai writes to Chairman Mao, Comrade Shaoqi, and the CCP Central Committee about the thirteenth restricted session of the Geneva Conference. During this session Molotov put forward a twelve-point proposal concerning the joint committee, the supervision committee by countries of neutrality, and the question of international guaranty.

Zhou Enlai states that under the current situation the communist side should make concessions on the Laos and Cambodia questions so that the conference will continue. Additionally he sees the key issue in the negotiation now is whether to acknowledge that there are Vietnamese troops in the two countries.

Zhou Enlai highlights the main problems with the Communist negotiation strategy, which lies in lack of proper understanding of the complexity of the Indochina question. He also stresses that both sides need to discuss "three key issues, namely, dividing zones, ceasefire supervision and international guarantee."

Zhou Enlai and Sihanouk discuss the situations in Laos and in the Congo, commenting on the Geneva Conference on Laos and the role of the United Nations in resolving the Congo crisis.

Premier Zhou Enlai and Ambassador Nehru discuss the Korean ceasefire, the role of the Neutral Nations Supervisory Committee, the Sino-American ambassadorial talks, and the situation in Indochina.

Zhou Enlai, Maurer, and Ceausescu discuss US military engagement in South Vietnam and USSR's response.

Zhou Enlai recaps the Indochina discussion that took place at the Geneva conference. Participants discussed a ceasefire, and supervision by an international committee. Enlai notes that his suggestion to invite the resistance governments in Laos and Cambodia to attend the conference produced debate.

Zhou reports on his meeting with Medes-France and Eden. Though Zhou notes they have found a solution for the election date in Vietnam, the parties still must work out issues of regrouping areas and troop withdrawal.

Soviet Foreign Minister Vyacheslav M. Molotov, Chinese Premier Zhou Enlai, and Vietnamese Vice-Premier Pham Van Dong discuss various topics relevant to the Geneva Convention, including the construction of foreign military bases in Vietnam, Laos, and Cambodia, the line of demarcation between North and South Vietnam, the establishment of regrouping zones in northeast Laos, the withdrawal of foreign troops from Indochina, and the possible formation of an international supervisory commission.

Zhou Enlai reports to the CCP on the second restricted session on Indochina and propaganda efforts of the Chinese and Russians. During the Indochina session, the US, France, and Britain disagreed with China, Russia, and the DRV on whether or not the Laos and Cambodia issues should be discussed separately from the Vietnam issues.
