Zhou Enlai talks with K.M. Panikkar about a letter from Jawaharlal Nehru asking about the North Korea issue and U.S. involvement on the Korean peninsula. Zhou expresses that if American soldiers cross the 38th parallel, then China will take charge of the issue. Zhou also communicates the desire from the Chinese side for the peaceful settlement of the Korea issuen through the UN, which will first require foreign armed forces to exit the Korean peninsula.

Zhou Enlai updates Mao Zedong on the latest conversations with Stalin and other members of the Soviet leadership. Topics of discussion included Soviet technical assistance to China, developments in the Korean War, the United Nations, and the formation of a regional organization for Asia.

Zhou Enlai instructs Chai Junwu to ask Kim Il Sung to change the wording of his statement at the Central Committee of the Motherland's United Front meeting, and also to ask whether Chai can accompany Kim in his visit to Peng Dehuai.

Zhou Enlai gives instructions on advising Kim Il Sung to remain optimistic and publicize the Chinese People's volunteer Army's involvement in the Korean War, stating that the opposing side is not prepared for a protracted war and thus is prone to panic.
