The conversation was about the domestic incidents within Algeria. Zhou expressed China's standpoints on these incidents. Zhou and Bouteflika also discuss the fate of the Second Asian-African Conference.

The meeting was among leaders from China, Vietnam, North Korea and Albania in 1964. They discussed Soviet-Romanian relations and plans to support Romania.

Indonesian Ambassador to China and Zhou Enlai talked about the Ambassador's plan to accompany Zhou Enlai to Burma before coming to Indonesia for the Asian-African Conference. They also discussed lodging for the Chinese delegation in Jakarta as well as the principle of non-interference in other countries' affairs.

Zhou Enlai informed the Chinese government that his purposes of visiting India were to prepare the signing of an Asian peace and to build peace in the Indochina area. He also stated his plans regarding the negotiations of several treaties. The Chinese government agreed with his plans.

The note stated that the Asian-African Conference could be a great contribution in establishing international peace. Among the participants, there were Chinese allies, neutral countries, and American allies. China had to isolate American power in the Conference and befriend the neutral countries. The Chinese Foreign Ministry therefore drafted the plan accordingly.
