This issue begins with a joint statement from Zhou Enlai and Burmese Prime Minister U Ba Swe. It also features the text of a Sino-Soviet agreement for cultural cooperation and approves plans for a handicraft industry meeting related to the production of handmade paper and bamboo pulp in 1957. Other sections address how state-owned theater troupes should pay screenwriters for their plays and how rural villages should launch cultural activities for the coming Spring Festival (Lunar New Year).

Comrade Zhou Enlai, Comrade Peng Zhen Receive Tran Tu Binh, Vietnam’s Ambassador to China; Nesti Nase, Albania’s Ambassador to China; and Pak Se-chang, Korea’s Ambassador to China

The meeting was among leaders from China, Vietnam, North Korea and Albania in 1964. They discussed Soviet-Romanian relations and plans to support Romania.

Materials stating that Ne Win's government favored neutrality in foreign relations and avoids interfering in international disputes. Burma wants to develop friendly relations with China and receive financial support from China, while keeping its distance. It opposes American and fears it. It relies on Soviet revisionism while also remaining wary of them.

Meeting Minutes between Zhang Weile and Soviet Deputy Director of the Far Eastern Department of the Ministry of Foreign Affairs R. Sh. Kudashev

Kudashev explained why the USSR was lobbying for Nehru: His influence in Asia, the importance of Indian support in the upcoming East-West Summit Conference, the possibility of enlisting India as an ally. He also discussed treaties between China and Burma and Indonesia.
