Director of Central Intelligence John McCone and AEC Chairman Glenn Seaborg to President Kennedy, with Attachment 'Report on French Gaseous Diffusion Project'

In this report, the CIA and the AEC found that because the French underestimated the cost of the Pierrelatte plant, they had a reason to consider West German financial aid.They conclude that the West Germans had relevant technical skill and the French may have regarded cooperation as a tactic to dodge Adenauer’s 1954 commitment and also as a “way for German industry to improve its position in the nuclear technological race.”

The memorandum describes a difference between President Carter and the West Europeans over their commitment to limiting reprocessing and plutonium supplies for R&D work on breeder reactors.

Department of State Office of Intelligence Research, 'OIR Contribution to NIE 100-6-57: Nuclear Weapons Production by Fourth Countries – Likelihood and Consequences'

This lengthy report was State Department Bureau of Intelligence and Research's contribution to the first National Intelligence Estimate on the nuclear proliferation, NIE 100-6-57. Written at a time when the United States, the Soviet Union, and the United Kingdom were the only nuclear weapons states, the “Fourth Country” problem referred to the probability that some unspecified country, whether France or China, was likely to be the next nuclear weapons state. State Department telegram to U.S. Embassy London et al., 'Nuclear Suppliers Meeting, April 28-29, 1977'

This document describes the meeting of 15 nuclear supplier states in London where issues were discussed such as full-scope safeguards, including sanctions in the guidelines, purpose of supplier consent, moratoriums, enlargement of membership, and various countries' individual concerns were voiced and addressed.

George Vest to the Secretary of State, 'London Nuclear Suppliers Meeting'

This document provides an overview of the London Nuclear Suppliers' Meeting which included the addition of the five newest countries to the original seven. Most old and new members were receptive when Washington lobbied them to support a “long term and stable regime of restraint” on the export of sensitive enrichment and reprocessing technology. While the French were supportive of the moratorium proposal, the Germans were uncomfortable with it, not least because of the implications for their deal with Brazil.

George Vest to the Secretary, 'Nuclear Suppliers Status Report'

In this document regarding the final agreement, George Vest wrote Kissinger that it “served to close many of the loopholes and inadequacies of previous nuclear cooperation agreements between suppliers and recipients.” It also put the French and West Germans on record to restrict access to sensitive nuclear technologies. Nevertheless, as Vest noted, the guidelines would not prevent “indigenous” development of nuclear capabilities and “unsafeguarded developments” or the acquisition of sensitive technology.

George H. Springsteen, Jr., Executive Secretary, to Lieutenant General Brent Scowcroft, 'Briefing Paper on Non-Proliferation'

In the course of a background paper on the nuclear proliferation problem and policy options, the State Department updated the White House on the state of play of the nuclear suppliers’ initiative: the British, the Canadians, and the Soviets had agreed to attend a meeting; the Germans would agree “if all key suppliers” (France) accepted; and the Japanese, who had also been asked, had not responded. The French had not given an answer and bilateral discussions would take place to go over the issues.

Memorandum from William H. Luers, Executive Secretariat, to Winston Lord and Fred Iklé

Kissinger agreed that in his absence Acting Secretary of State Robert Ingersoll and ACDA Director Fred Iklé should meet with French Ambassador Kosciusko-Morizet and that the British, Germans, and Canadians should receive copies of the five-point paper, and also be informed of the approaches to the French and the Soviets.
