National Intelligence Estimate, NIE-4-82, 'Nuclear Proliferation Trends Through 1987'

With proliferation becoming a “greater threat to US interests over the next five years,” intelligence analysts believed that the “disruptive aspect of the proliferation phenomenon will constitute the greater threat to the United States.” While the estimators saw “low potential” for terrorist acquisition of nuclear weapons, the likelihood of terrorist/extortionist hoaxes was on the upswing. Significant portions of the NIE are excised, especially the estimate of Israel’s nuclear arsenal and its impact in the Middle East. Nevertheless, much information remains on the countries of greatest concern: Iraq and Libya in the Near East, India and Pakistan in South Asia, Brazil and Argentina in Latin America, and the Republic of South Africa, as well as those of lesser concern: Iran, Egypt, Taiwan and the two Koreas.

Special National Intelligence Estimate, SNIE 13/32-83, 'Chinese Policy and Practices Regarding Sensitive Nuclear Transfers'

With nuclear proliferation a policy priority for the Jimmy Carter administration, and Pakistan already a special concern, the possibility that China and Pakistan were sharing nuclear weapons-related information began was beginning to worry US government officials. These concerns did not go away during the Reagan administration. While nuclear proliferation was not a top priority, the administration was apprehensive about the implications of the spread of nuclear capabilities and that China may have been aiding and abetting some potential proliferators by selling unsafeguarded nuclear materials.

National Intelligence Estimate, NIE 4-66, 'The Likelihood of Further Nuclear Proliferation'

This estimate updated an estimate (NIE-4-2-64) published in 1964 of the nuclear proliferation problem. That estimate, like this one, overestimated the likelihood of an Indian bomb, while somewhat underestimating Israel’s program. This assessment followed the same pattern—predicting India would produce a weapon within a “few years” and also putting Israel in the “might” category, although treating it as a “serious contender” nonetheless. Also following a short discussion of the “snowball effect” (later known as “proliferation cascades” or “chains”) suggesting that the United Arab Republic (Egypt-Syria) and Pakistan were likely to take the nuclear option should India or Israel go nuclear.

Talking Points, State Department, South Asian Regional Affairs, 'Additional Testimony and Q’s and A’s for Congressional Briefing'

State Department talking points for analyzing the issue of a potential Indian Nuclear Test. These talking points review the state of play after Ambassador Wisner’s demarche to the Indian Foreign Ministry. Recognizing Prime Minister Rao’s cautiousness, US government officials did not believe that he had made a decision to test, but they were aware that he was under great pressure to do so. Therefore, the U.S. government was working with allies, encouraging them “to urge India not to test.” Parallel discussions were taking place with the Pakistanis over the production of enriched uranium over above the 3 to five 5 percent level that could be used to fuel nuclear reactors. The Pakistanis were denying that they were producing highly enriched uranium but intelligence reports suggested that they were contemplating such action or had already begun the process.

Draft State Department Telegram to US Embassy Beijing, 'Possible Indian Nuclear Test'

The State Department writes to Islamabad urging Pakistan to not react if in fact India chooses to launch a nuclear test. On 15 December the New York Times published a story by Tim Weiner, under the headline “US Suspects India Prepares to Conduct Nuclear Test.” While some Indian journalists and policy experts were convinced that the story was a US government plant, Weiner had simply used due diligence in pursuing a lead from a non-government expert on nuclear proliferation issues. Worried that the story would exacerbate regional tensions by encouraging Pakistan to “act in a manner that jeopardizes our nonproliferation efforts in South Asia,” the Department wanted to enlist the Chinese to encourage the Pakistanis to “exercise restraint in response to these reports.”

'Pakistani Reprocessing Plant,' US Embassy London cable 18055 to State Department

Comments by Robert Alston of the British Foreign Office on the State Department's "non-paper" on Pakistan. He questions the list of countries and expresses concern about the response of states with their own covert nuclear programs, like South Korea and Taiwan.

'US Demarche on Pakistani Reprocessing Plant,' US Embassy Paris cable 36143 to State Department

Comments by French advisor Jacomet on the State Department's demarche on Pakistani nuclear development. Jacomet stated that the French government was planning a similar demarche. He was most concerned about the response of Italy and West Germany.

'IAEA Safeguards in Pakistan,' State Department cable 279373 to US Embassy Austria, for US Mission IAEA

The State Department asks for information on a letter sent by IAEA Director General Eklund to Munir Khan of the Pakistani atomic energy commission. IAEA inspectors in Pakistan should also be alert to "any questionable use of facilities or disposition of safeguarded material."

'IAEA Safeguards in Pakistan,' US Embassy Austria cable 10102 to State Department

Summary of conversation with IAEA official Davi Fischer. Fischer stated that Director Eklund had not yet written to the Pakistani atomic energy commission. He also reported a number of "troubling bits of information" on the situation in Pakistan.

'US Demarche on Pakistani Reprocessing Plant,' Department of State cable 281962 to US Embassy United Kingdom et al.

U.S. demarche and "non-paper" on Pakistan's attempts to complete the plutonium reprocessing plant and develop nuclear weapons. Sent to 12 countries to ensure that they "exercise vigilance and appropriate control to deter Pakistan from acquiring sensitive facilities."
