Vehemently attacking Israel, and emphasizing the close relations between West Germany and Israel, was considered essential to capture the interest of Arab audiences, steering them towards closer relations with the GDR.

Gaddafi describes Libya’s geopolitical position and requests arms, which Honecker agrees to provide. Gaddafi states that he financially supported the Iranian Revolution and intends to support movements in Angola, Zambia, and Mozambique as well. At Honecker’s suggestion, Gaddafi is willing to sign a “Treaty of Friendship and Cooperation” between their two countries.

Ulbricht expresses his consent for the measures proposed by the Soviet leadership. He underlines the demand for an Israeli withdrawal and points out that otherwise it would be necessary to lead a war of attrition against the Israeli occupation forces. The participation of volunteers from the socialist countries would be necessary, but would require further consideration.

Further proposed topics for this meeting include talks with representatives of the Palestinian revolution and the continuing development of East German-Libyan relations. Arafat reports that the First Intifada, which began ten months earlier, has strengthened the PLO. He describes the PLO’s plans going forward and their anticipated impact on Israel. Honecker expresses East Germany’s steadfast support for the PLO and talks about potential progress towards peace on the international stage.

On the basis of the information of Kurt Loeffler's visit to Israel, Neumann proposes a list of measures concerning diplomatic contacts in Israel. He says that a change in the Israeli attitude toward conflict in the Middle East is necessary in order for the GDR to establish further contacts in Israel. Neumann discusses other factors which encourage or discourage the establishment of further contact.

Attachment to a letter from Koenig to Sieber dated 10 July 1986. This report assesses the increase in contact between the GDR and Israel, especially in the field of culture and science. It identifies the advantages and disadvantages of this development, including the negative impression it might create in Arab countries. Greater contact with Israel may damage the GDR's relations with the Arab countries. A proposal is made on the basis of this analysis: all contact with Israel must be carefully coordinated with the GDR Ministry of Foreign Affairs. Qaddafi is disappointed wit the insufficient support of the Socialist states for the Arab countries in the war in Lebanon.

Al-Sabah expresses concerns about Israel’s invasion of Lebanon, Israeli occupation of other Arab territories, and the conflict between Iran and Iraq. Honecker hopes that East German-Kuwaiti cooperation will help to restore and preserve peace in the Middle East.
