U.S. diplomat Paul Cleveland relays Department of State remarks on a February 26 incident in the West Sea to South Korean official Lee Sang-ok.

The South Korean Ambassador to the United States of America reports to the Ministry of Foreign Affairs on South Korean efforts to request that the US continues its travel restrictions to North Korea. Although a US Department of State representative explains the possibility of lifting such measures for North Korea along with those of Cuba and Vietnam, South Korea remains adamant in insisting the extension of travel restrictions.

Ri Sang-jo seeks to redress the issue of aid from the Soviet Union by reminding party members of the CPSU's friendship and assistance to the North Korean people both before and after the Korean War. Ri discloses Soviet criticism of Kim Il Sung's economic policies and the cult of personality during meetings held in Moscow in the summer of 1956 and insists that the DPRK learn from the experiences of the fraternal communist parties in economic planning and in their struggles against cults of personality.

Jeong Hong-jin meets with Kim Yeong-ju and delivers a message to him from Lee Hu-rak, who expresses that he must meet with Kim as soon as possible in order to bring about peaceful unification and the exchange of material and human resources that will facilitate this. In response, Kim Yeong-ju delivers his own message focusing specifically on mutual distrust, political differences, and the need to pool economic resources.

Ri Sang-jo (Yi Sang Jo) was a central figure in promoting changes to the North Korean post-war development strategy. After meeting with Soviet officials in Moscow to encourage Soviet intervention in North Korean policies in 1956, Ri was removed from his post.
