Notes that the exchange of letters between Mohammad Mossadegh and US Deputy Secretary of State Henderson indicate that the two parties have reached a deal on military assistance. Document states that this is a breach of neighborly relations and that, in reaching this agreement, the Iranian government has acted against the Soviet Union.

In response to requests from the President of Angola, José Eduardo dos Santos, the CC CPSU agrees to supply arms which will be sent from the Soviet Union to the Republic of Cuba, and then provided during the withdrawal of Cuban troops from the People’s Republic of Angola.
