Telegram from Gromyko, Minister of Foreign Affairs of the USSR, to CC CPSU advising that Lee Harvey Oswald be granted temporary sojourn in the USSR for one year and to provide him employment and housing. The Resolution includes specifics of employment and housing.

Report on the possibility of a visit by the Iranian Shah to Moscow. Endorses the idea of entertaining the possibility, noting that rejecting his request to come to Moscow could push the ruling circles of Iran closer to the Western bloc.

Gromyko and Vance discuss the current status of Soviet-American relations and the anti-Soviet sentiment in America. They discuss the common goal of decreasing tension and conflict between the two countries, with disarmament on both sides, moving away from the period of “cold war.”

The Politburo discusses what to do after the failure of the Reykjavik summit over Reagan's insistence on preserving the right to continue the SDI or "Star Wars" project, as well as the subsequent expulsion of Soviet diplomats from the US. In the angry, bitter meeting Gorbachev decides on the removal of 250 Soviets working in service positions at the U.S. Embassy in Moscow.

Notes on a meeting in Moscow from March 6-10 between Yasser Arafat & the PLO Delegation and the Soviet government. Arafat was met by Brezhnev, Boris Ponomarev and Andrei Gromyko. Among the issues discussed were the situation in the Middle East, the Soviets desire for Palestine to counter Egypt's "capitulation" to Israel and the U.S. (which Arafat affirmed), tensions in Southern Lebanon and the PLO's increasing desire to further cooperation with Syria and non-Christian Lebanese groups.
