Khrushchev blames the Chinese for the border conflict with India and for allowing the Dalai Lama to escape from Tibet. The two sides argue over how the Chinese should have handled these problems, with Mao accusing the Soviet Union of being "time-servers."

Record of conversation between Liu Shaoqi and Soviet Ambassador to China Pavel Yudin. The main topic of discussion was the subjects to be covered at the All-China Party conference, scheduled for June 1955. The conference would focus on the Gao Gang case, a new five-year-plan, and an article to be written by Chairman Mao Zedong for Lenin Days. The meeting concluded with discussion of a new political economy textbook to be distributed in Chinese.

The topics discussed include an appraisal of the work and decisions of the second plenum of the CCP CC, the Soviet loan to China, the military situation in China, the city of Shanghai, and the peace talks between the CCP and Guomindang representatives.

Stalin and the CCP delegation discuss the Soviet loan to China, the specialist the Soviets are to send to China, the occupation of Xinjiang, and the Chinese fleet.

Kovalev relays several requests made by Liu Shaoqi, Gao Gang, and Wang Jiaxiang. The requests include advice on running a communist government, that Soviet professors be sent to China, advice on how to manage Manchuria, and if China could receive a Czechoslovak trade delegation.
