Excerpts from an address by Gorbachev at the 43rd United Nations General Assembly Session. Gorbachev announced major cuts to the Soviet military presence in Eastern Europe and along the Chinese border.

The Soviet leadership discusses the state of Soviet foreign policy after the Hungarian crisis and Khrushchev’s visit to the US. Molotov criticizes Khrushchev for recklessness in foreign policy direction. Soviet inroads in the Middle East and the Third World are analyzed. The effects of the crises in Eastern Europe are placed in the context of the struggle against US imperialism.

Both parties discuss the detection of and preparation for a surprise nuclear rocket attack by the USA on socialist countries, the intentions of the main hostile countries- the USA, other NATO countries, the People’s Republic of China- and cooperation to fight ideological diversion from hostile countries and emigrant populations. The two also agree to economic, tourism and cultural exchanges.

Discusses issues related to upholding Sino-Soviet relations, to maintaining an active foreign policy with socialist and capitalist countries, and touching on issues related to various socialist countries at the time.

The Presidium decides to promulgate a declaration on Hungary in which Soviet withdrawal and relations with the new government will be addressed. Members discuss the language of the new declaration and the advice of the CPC CC regarding the status of Soviet troops. The declaration is also intended to address the broader crisis in Soviet relations with people’s democracies.
