The Politburo issued 5.25 million rubles to support the NKO's operations in the Mongolian People's Republic and Xinjiang, the independent NKVD rifle battalion in Xinjiang, and the topographic detachment in Xinjiang until the end of 1941.

The Politburo directs manpower and funds to support the Xinjiang army and accepts the text of an agreement between the Mongolian People's Republic and Manchukuo on the issue of a border commission.

An account of conversation between the head Mongolian delegate to China, Tsedenbal, and Chinese Premier, Enlai, which was relayed by Mongolian ambassador, Tsevegmid, to USSR ambassador, Chervonenko. Tsedenbal and Enlai discuss China's sending workers to Mongolia, and the sending of goods from Mongolia to China. Additionally, the two argue about which country is following the proper ideological line, and about what propaganda materials are being printed in Mongolia.

Instructions to Soviet ambassadors on dealing with China's outreach to socialist countries in the eastern bloc, outlining a series of steps for Soviet ambassadors to follow which would foster skepticism about China’s intentions and thwart efforts by Chinese representatives to make wide-ranging contacts in these states. The directive notes China’s hostility to Vietnam, Cuba, Laos, and Mongolia and contrasts this with its development of extensive relations with Romania, Yugoslavia, and North Korea.

Soviet Ambassaodr Petrov reports on a conversation with the Chinese Foreign Minister Wang Shijie. Shijie raises concerns about disputes between the Soviet and Chinese administration over the withdrawl of Soviet troops from the region and the control of property seized from the Japanese during the war. Petrov also raises the issue of Anti-Soviet demonstrations and propaganda in China.
November 29, 1954
Soviet Ambassador to Mongolia, Vasily Pisarev, reports on the discussions between Mongolian leader Tsedenbal and Chinese Deputy Prime Minister Ulanfu on Sino-Mongolian Cooperation. The ambassador reports Tsedenbal's request that China send 20,000 Chinese workers to settle in Mongolia and work in Mongolian factories. (fragments)

Discusses the cancellation of the alliance treaty between China and the Soviet Union, and the impact this will have on the Mongolian People’s Republic. They are urged not to hurry the cancellation of the treaty, however, because China has not yet explicitly asked for it. They also note that there are anti-Soviet propaganda items being spread in Korea, and the growing role the U.S. is playing in Chinese affairs.
