Conversation between Stalin and Zhou Enlai concerning the extension of the Port Arthur agreement, the construction of a Sino-Mongolian railroad to the Soviet Union, and the situation in Korea. On the issue of Korea, they discussed sending arms shipments to China and Chinese arms production; the possibility of a Chinese offensive in Korea; and the return of POWs. Stalin reaffirmed his commitment to assisting China in the war in Korea.

The rural economic situation of Mongolia is discussed, assessing the growth in cattle population in 1958 and 1959. There is also mention of the planned cultural and industrial development projects. Discusses the cancellation of the alliance treaty between China and the Soviet Union, and the impact this will have on the Mongolian People’s Republic. They are urged not to hurry the cancellation of the treaty, however, because China has not yet explicitly asked for it. They also note that there are anti-Soviet propaganda items being spread in Korea, and the growing role the U.S. is playing in Chinese affairs.
