Notes that the exchange of letters between Mohammad Mossadegh and US Deputy Secretary of State Henderson indicate that the two parties have reached a deal on military assistance. Document states that this is a breach of neighborly relations and that, in reaching this agreement, the Iranian government has acted against the Soviet Union.

In the wake of the Taiwan Strait Crisis, the Soviet Union promises to intervene in the event of a nuclear attack on China from the United States.
October 27, 1962
Protocol 62 illustrates how it was Khrushchev who raised the stakes during the missile crisis and dictated a new letter to Kennedy indicating he would only remove the missiles from Cuba in exchange of the United States withdrawing its military bases from Turkey and Pakistan. The Pakistan demand would later be dropped, however and the US would only agree to remove its IRBMs from Turkey.

Soviet Foreign Minister Andrei Gromyko cables the Soviet Embassy in Havana that the Soviet leadership had decided to allow UNSG U Thant and his representatives to visit Soviet launchers sites in Cuba and verify that the launchers are being dismantled.

Raul Castro discusses with the Soviet Ambassador in Cuba the position to be adopted by the Cuban and Soviet governments with regard to the presence of Soviet soldiers in Cuba. Raul Castro also informs the Soviet Ambassador of the discussions that took place between Fidel Castro and Josip Tito in Havana during the meeting of the non-aligned countries.

Soviet letter to US President Jimmy Carter responding to the US position on the Soviet invasion of Afghanistan. The CC CPSU Politburo informs the White House that the Soviet leadership desires to maintain detente with the US and that the intervention of Soviet troops was done at the request of the Afgan leadership, under Article 51 of the UN charter.
