Stalin and the CCP delegation discuss the Soviet loan to China, the specialist the Soviets are to send to China, the occupation of Xinjiang, and the Chinese fleet.

Kovalev relays several requests made by Liu Shaoqi, Gao Gang, and Wang Jiaxiang. The requests include advice on running a communist government, that Soviet professors be sent to China, advice on how to manage Manchuria, and if China could receive a Czechoslovak trade delegation.

Kadar argues that the source of mistakes in the past resulted from the monopoly that a handful of Hungarians had on relations with the Soviet Union. Rakosi is singled out as a source for previous difficulties. Kadar believes that forming a new revolutionary government is the only way to undermine the violence of the counterrevolution and prevent Nagy from acting as cover for such activities. To garner support amongst workers, Kadar argues that the new government must not be a Soviet puppet.

In this transcript, Mitrokhin points out that according to the Communist Party of the Soviet Union (CPSU) bourgeois ideology affected cohesion of the Soviet society in three major ways: 1) by creating opposition and manipulating people’s personal weaknesses in order to pull apart the Soviet organism; 2) by inflaming disputes between younger and older generations, members of intelligentsia and working class; 3) by building up everyday propagandist pressure.

A visit from Polish leadership reveals the extent of the crisis. Brezhnev believes that the Polish leadership is capable of maintaining control and quelling the counter-revolution, but that Poland is in dire need of economic assistance from the USSR.
