A visit of Soviet Premier Alexei Kosygin from 26-30 June 1967 prompts this report from the Mexican Embassy in Havanna to the Secretary of Foreign Relations in Mexico City. They discuss: the position assumed by the Cuban Government and Communist Party in relation to Latin America, the Middle East and Vietnam, the internal administration of Cuba and the political operation in Cuba.

January 25-26, 1968. F. Castro speaks of relations with the US and Kennedy, friendship with the USSR, as well as placement of missiles, security issues as the US's imperialistic nature, while extolling the virtures of socialism, Cuba, and "The Revolution." Castro also stresses that Soviet withdrawal of weapons from Cuba is a blow to the international Communist movement.

Letter written to Comrade Carlos C. Brisuela, a representative of the Cuban government. Two annexes are attached. These state that the USSR will provide to Cuba (in addition to the materials provided by the 30 Sept. 1961 agreement) the materials as specified in Annex I. Apart from the provision provided by Annex I, the USSR will provide materials in accordance with Annex II. In all other affairs, the parties are guided by the original Sept. 1961 agreement.
