Research Memorandum INR-16 from Thomas L. Hughes to the Secretary, 'Indian Nuclear Weapons Development'

An intelligence report that the fuel core of the Canadian-Indian Reactor (CIR) at Trombay was being changed every six months raised questions about India’s nuclear objectives: a six-month period was quite short for “normal research reactor operations,” but it was the optimum time for using the CIR’s spent fuel for producing weapons grade plutonium. According to INR, India had taken the “first deliberate decision in the series leading to a nuclear weapon,” which was to have “available, on demand, unsafeguarded weapons-grade plutonium or, at the least, the capacity to produce it.”

Department of State Office of Intelligence Research, 'OIR Contribution to NIE 100-6-57: Nuclear Weapons Production by Fourth Countries – Likelihood and Consequences'

This lengthy report was State Department Bureau of Intelligence and Research's contribution to the first National Intelligence Estimate on the nuclear proliferation, NIE 100-6-57. Written at a time when the United States, the Soviet Union, and the United Kingdom were the only nuclear weapons states, the “Fourth Country” problem referred to the probability that some unspecified country, whether France or China, was likely to be the next nuclear weapons state. Memorandum of Conversation, 'Indian Nuclear Explosion; World Food Conference; Pacific Coast Tankers; NATO Declaration; Middle East; Trade Bill'

Canada’s safeguards had failed to prevent India from converting spent fuel from the CANDU reactor into plutonium. Kissinger acknowledged to Canadian Foreign Minister Mitchell Sharp that U.S. safeguards had also proven to be “lousy,” failing to prevent India from using U.S.-supplied heavy water for its nuclear activities. Sharp asked Kissinger how the proliferation of nuclear technology could be prevented and what should be said to the Argentines and the Egyptians, who were also seeking to use nuclear energy. But Kissinger evidently had no answer.

Central Intelligence Agency, Directorate of Intelligence, 'India’s Nuclear Procurement Strategy: Implications for the United States'

This CIA report on India, “India’s Nuclear Procurement Strategy: Implications for the United States,” has comparatively few excisions. It discusses in some detail Indian efforts to support its nuclear power and nuclear weapons development program by circumventing international controls through purchases of sensitive technology on “gray markets.” The report depicts a “growing crisis in the Indian civil nuclear program,” which combined with meeting nuclear weapons development goals, was forcing India to expand imports of nuclear-related supplies. The purchasing activities posed a “direct challenge to longstanding US efforts to work with other supplier nations … for tighter export controls.”

Central Intelligence Agency, Directorate of Intelligence, Intelligence Assessment,'India’s Nuclear Program: Energy and Weapons'

This massively excised report indicates the Agency’s strong views about releasing its knowledge of India’s nuclear weapons activities, even when the information is decades old. That many of the pages are classified “Top Secret Umbra” suggests that some of the information draws on communications intelligence intercepts, another highly sensitive matter.

Intelligence Community Staff, Director of Performance Evaluation and Improvement, to Deputy to the Director of Central Intelligence for the Intelligence Community, 'Nuclear Proliferation and the Intelligence Community'

As this report indicates, the recommendations made in the 1974 post-mortem of the Indian nuclear test failure had little impact. The authors identified a basic disconnect between “national level users”—-the top policymakers-—and those who “set analytical and collection priorities in the intelligence community.” The latter were not sure how high a priority that the policymakers had given to nuclear proliferation intelligence. Moreover, a study for the Defense Department produced by MIT chemistry professor (and future DCI) John Deutch questioned whether the intelligence community “is adequately focused and tasked on proliferation matters.” This would be a recurring problem for the CIA and other intelligence agencies.

US Embassy India Cable 6598 to State Department, 'India’s Nuclear Explosion: Why Now?'

Having written off an early test, the day that it took place the Embassy scrambled to come up with an explanation. Deputy Chief of Mission David Schneider signed off on the telegram because Moynihan was in London. While the Embassy had no insight on the decision-making, it saw domestic politics and “psychological” explanations for the test: the need to offset domestic “gloom” and the need for India to “be taken seriously.” According to the telegram, “the decision will appeal to nationalist feeling and will be widely welcomed by the Indian populace.”

US Embassy India Cable 5797 to State Department forwarding Bombay consulate cable 983, 'India’s Nuclear Position'

A follow up to John J. Pinajian's 4 April 1973 report on "India's Nuclear Position." Pinajian got some access to the Bhabha Atomic Research Center, but noticed the absence of personnel responsible for experimental work. Moreover, he was getting cooperation from the Institute for Fundamental Research to conduct an experiment.

Bombay consulate cable 705 to Department of State, 'India’s Nuclear Position'

The possibility that India had made a decision to test surfaced in a message from the U.S. consulate in Bombay (Mumbai) signed off by Consul David M. Bane. The latter reported that Oak Ridge Laboratory scientist John J. Pinajian, then serving as the Atomic Energy Commission’s scientific representative in India, had pointed out several “indications”—-notably his lack of access to key individuals and facilities in India’s atomic establishment--suggesting that India “may well have decided” to test a nuclear device. While stating that Pinajian’s evaluation was “subjective and impressionistic,” Consul Bane agreed that the atomic energy establishment did not want this American poking around because he might find out too much. Bane further observed that a nuclear test “in the not too distant future” could meet India’s political goals and help attain “greater recognition major power status.”

H. Daniel Brewster to Herman Pollack, 'Indian Nuclear Developments'

The interagency group prepared a response to NSSM 156 on 1 September 1972 and it was sent to Kissinger. The summary of the study reproduced here includes the conclusion that an Indian test would be “a set-back to nonproliferation efforts” and that Washington should “do what [it] can to avert or delay” one. Thus, recommendations included a number of unilateral and multilateral actions that the United States government could take, noting that “given the poor state” of Indo-American relations, an “overly visible” U.S. effort would more likely speed up an Indian decision to test a device, Even non-US efforts were likely not to “be per se effective.”
