Memo on Protocol #149 of the Politburo, "Our future policy in connection with the situation in Afghanistan"

The following CPSU Central Committee document, dated 1 April 1979 and signed by Foreign Minister Andrei Gromyko, Defense Minister Dmitrii Ustinov, KGB chief Yurii Andropov, and CC International Department head Boris Ponomarev, provides a strikingly candid assessment of the deteriorating situation in Afghanistan that the Soviet Politburo confronted in spring 1979. The report attributes the increasing success of the Islamic opposition (i.e., the Afghan Mujaheddin) to the “miscalculations and mistakes” of the PDPA (People’s Democratic Party of Afghanistan) regime that seized power following the April 1978 “revolution.”

Zamyatin gives an optimistic report about the PZPR’s efforts to regain control over society in Poland, and comments on the division in Solidarity as well as its strengths and weaknesses that can be exploited by the PZPR. The members of the Delegation discuss possible measures that the PZPR can implement in its counterrevolution against the growing power of antisocialist forces in Poland.

Talks Between A.A.Gromyko and Cyrus Vance

The main topic of discussion was US President Jimmy Carter's "comprehensive" proposals for the SALT-2 Treaty, views that the Soviets saw as contravening the Vladivostok accords reached with US President Gerald Ford in 1974. The Soviet rejection of Carter's initiative was certainly the newsmaking centerpiece of the Vance visit. Other, more positive, discussions covered a wide range of topics, including the Vienna talks on arms limitations in Central Europe, the Middle East, non-proliferation, Cyprus, and others.
