Conversation between Erich Honecker and Yasser Arafat (Excerpt)

This is an excerpt of a conversation which appears in full at BA-SAPMO J IV 2/201/1416. The conversation opens with the issue of French-Israeli relations. France plans to deliver a nuclear reactor to Israel to the opposition of the Arab world. Also mentioned are the deliveries of arms from the GDR to the PLO. Arafat reports on the use of chemical weapons by Israel in Lebanon. These weapons were reportedly delivered by the FRG. Israel also seems to use biological weapons. Final topics of discussion are the role of the Pope in Poland, the question of Jerusalem, and the Islamic movement in Afghanistan.

Letter, Erich Honecker to the General Secretary of the People's Congress of the Great Socialist People's Libyan Arab Jamahiriya, Colonel Muammar al-Qaddafi

Honecker thanks Qaddafi for his contributions to the cause of the movement of progressive states in the Middle East and the defense against imperialism and Zionism. He expresses concern about the conflict in the Horn of Africa region and wants to arrange a meeting of GDR representative Werner Lamberz with Qaddafi in Tripoli. Further proposed topics for this meeting include talks with representatives of the Palestinian revolution and the continuing development of East German-Libyan relations. (There is a telegram from 1 December 1977 signed by Hermann Axen that refers to this meeting.)

Letter, Erich Honecker to the General Secretary of the People's Congress of the Great Socialist People's Libyan Arab Jamahiriya, Colonel Muammar al-Qaddafi

Honecker gives a positive assessment of the consultation between the GDR delegation led by Werner Lamberz in Tripoli in December 1977. He comments on the most common position in the struggle against imperialism in the Arab countries and Africa and commits to extended East German-Libyan cooperation on political, economic and military levels. Honecker confirms the planned visit of a Libyan military delegation to Berlin, the planned first meeting of a common government committee, as well as the deployment of a temporary GDR representative to Tripoli.

Meeting of the Political Consultative Committee of the Warsaw Treaty Member Countries

Meeting minutes taken by Romanian Ambassador Vasile Sandru at sessions of the Warsaw Treaty Political Consultative Committee, taking place in Moscow on 22-23 November 1978. Session I contains a speech by Leonid Brezhnev in which he discusses détente, Warsaw Pact economic cooperation, disarmament, national liberation movements, and relations with China, the Western countries, and Japan. In Session II and III political leaders of the other Warsaw member countries respond to Brezhnev’s speech. Session IV features a report by Commander-in-Chief Viktor Kulikov on the United Armed Forces. He recommends an increase in military expenditures. All of the leaders agree, except for Nicolae Ceausescu of Romania.

Aforki briefs Honecker and SED leadership on the current situation in Ethiopia in relation to the Eritrean movement for independence.

The letter is written by Honecker to inform Brezhnev about talks that were held between Aforki (Eritrea) and Mengistu (Ethiopia). The talks focused on the development of autonomy for the Eritreans.
