Soviet Ambassador to China N.V. Roschin relays a Chinese assessment of the armed forces in North Korea and South Korea and the possibility of China and North Korea signing a treaty of friendship, alliance, and mutual aid.

Stalin agrees with Mao Zedong that North Korea is not yet ready to launch an assault, and reports that the Soviet Union has told North Korea to concentrate on developing liberated areas and guerrillas in South Korea.

Stalin agrees to send ammunitions to Mao in preparation for a US attack.

Mao informs Stalin that they published a list of conditions under which they would consider entering negotiations with the Chinese Nationalist Government in Nanjing.

Message from Stalin to Zhou Enlai agreeing with Chinese conditions for a ceasefire and advising that the Chinese limit negotiations on a ceasefire until Seoul is liberated.

Telegram from Shtykov to Stalin (copied to the Soviet leadership) describing the successes of KPA forces in the South. He also relays the concern of some of the DPRK cadre regarding American intervention.

Telegram from Stalin to Mao and Zhou Enlai detailing his response to the English protest concerning "the Korean question." Also, a request for confirmation of Chinese troop movements to the Sino-Korea border, in case of a repulse of North Korean forces. Finally, a confirmation of the plans to train Chinese pilots on Soviet jets, to be followed by the transfer of the jets to Chinese possession.

Stalin sends his advice on peace negotiations to Mao, as requested by Mao’s telegram of the same day.

Shtykov gives an insider’s report of a meeting with Kim Il Sung and Pak Heon-yeong, in which they discussed the current desperate state of the KPA, possible advancement of the US forces over the 38th parallel and the extent of the enemy’s knowledge of Soviet Union deliveries to North Korea. Kim asks for advice concerning the appeal for military aid that the Political Council of the Worker’s Party of Korea plans to send to Stalin. Shytkov comments on the nervousness and desperation of the Korean officials.
