Session IV features a report by Commander-in-Chief Viktor Kulikov on the United Armed Forces. He recommends an increase in military expenditures. All of the leaders agree, except for Nicolae Ceausescu of Romania.

Based on intelligence reports, the Minister of the Internal Affairs, Grigor Shopov, informs Todor Zhivkov about the European Economic Community’s assessment of the recent June 1987 Plenary Session of the CPSU Central Committee. According to the information, Brussels seems pleased with Gorbachev’s efforts to gather party support for the radical reforms he has recently announced.

This memorandum provides an overview of the meeting between Bulgarian leader Todor Zhivkov and Leonid Brezhnev. The two discussed international affairs, specifically escalating tensions with the U.S. and NATO, and Soviet interest in maintaining and strengthening detente. In response, a new international summit of the communist parties is proposed.
