Report from the head of the Department of Agitation and Propaganda of the Central Committee of the CPSU detailing the shortcomings of Soviet broadcast media in countering Western broadcasts. The document is noteworthy for its criticism of the poor distribution of Soviet newscasts in the Eastern part of the USSR, and acknowledgment of how Western broadcasts have filled this void. An interesting point is made on the habit of adapting Soviet-made receivers to capture Western shortwave broadcasts.

East German representatives proposed the formation of a permanent consultation group of socialist countries to coordinate international policy and propaganda.

As part of the campaign to combat nationalist Romanian propaganda, the Moldavian leader informs the CPSU CC about the creation of a new section in the Moldavian Institute of Party History. This new section would include "a group of specialists... familiarized with the works of Romanian authors, [and] knowing the languages of the countries whose parties made up the Balkan Communist Federation."

Recommendations adopted by the National Security Council at the suggestion of the Psychological Strategy Board on covert actions to be undertaken in the Soviet Satellite States. Authorized by the National Security Council, NSC 158 envisaged aggressive psychological warfare to exploit and heighten the unrest behind the Iron Curtain. The policy was endorsed by President Eisenhower on June 26, 1953.

George F. Kennan writes to the Secretary of State with a lengthy analysis of Soviet policy in an attempt to explain their recent uncooperative behavior. This message would later become famous as the "long telegram."

CIA reviews RL history in a briefing book (extract)

An inter-agency Radio Study Group reviews options for RFE and RL in the wake of publicity about CIA funding. It recommends (the Bureau of the Budget representative dissenting) that CIA funding continue but that US government support be acknowledged
