Telegram from Aurel Duma to Corneliu Manescu regarding the former's meeting with Qiao Guanhua. He presented Guanhua with the decisions of the 10th RCP Congress and later they discuss Taiwan, specifically the United State's military presence in the Taiwan Straits. Additionally, Guanhua notes that, like the United States, the USSR seems to support the Two Chinas idea.

Mao addresses the Central Military Commission to report on China's steel production, which he believes will surpass the Soviet Union's capability in seven years and the United States' in ten. He also makes it known that China will build "atom bombs, hydrogen bombs and inter-continental missiles," and believes this can be done in as few as ten years.

In this telegram, the CCP discusses policies and measures taken to break up the US-Chiang treaty, and to liberate Taiwan. The CCP describes its propaganda efforts and efforts to enhance naval and air forces.
