The objectives of the Communist Party of Czechoslovakia are outlined, as a result of the nationwide party congress on 28 November in Prague.

The demands for reform by the Civic Forum and the anti-communism movement in Czechoslovakia are outlined, in regards to the legal system, political system, economy, and a general re-structuring of power. The general decline in support of the CPCz and growth of support for opposition groups is apparent.

Following an anti-government protest in Prague, information has been reported on plans for another general strike in the CSSR on 27 November.

The Presidium reports recent anti-socialist disturbances in Prague, with the organizers allegedly influencing and manipulating the public, especially targeting students. It is emphasized that the CPCz and CPS must maintain order, and affirm the socialist position through media outlets.

The memorandum includes topics discussed between CPCz Secretary Vladimír Koucký and Cuban government official Carlos Rafael Rodríguez. Rodríguez lists points of misunderstanding between Cuba and other socialist countries. Discussion topics include Chinese publications in Cuba, Cuba's unique approach to socialist revolution, the proposed nuclear-free zone in Latin America, and building socialism under various conditions (e.g. Islam's role in Algeria), among others. Rodríguez encourages more communication among socialist nations to prevent misunderstanding.

Rodriguez met with Koucky to clarify misunderstandings which could possibly arise because the reasons were not explained for Cuba’s positions on issues of the international communist movement, and for speeches and statements of some leading Cuban comrade.

Meeting between Raul Castro, Bohumir, Lomsky, and Langer. Castro informed Lomsky that internal danger has been eliminated, and contra-revolutionary and anti-government groups operating directly in Cuba have been broken up and practically destroyed. They evaluated the strategy of the cuba's defense, revised operational plans, and carried out number of changes. They originally approached the CSSR with a plea for a shipment of 200 pieces of 30 mm double cannons. The current situation, however (especially the situation in the DRV), is forcing them to ask for 30 mm cannons again.

The visit occurred at the time of heightened acts of aggression of the USA against the Democratic Republic of Vietnam, and thus it was regarded as highly important in Cuba. It contributed to strengthening of Cs. Cuban friendship and to strengthening of the friendship in arms of our armies.
