The telegram highlights the new South Korean effort to normalize relations with China and the USSR. Both Soviet and Chinese officials reject the overture from South Korea.
April 11, 1973
Conversation between Romanian and Soviet representatives reveals that North Koreans are slowly withdrawing from direct contacts with South Korea. Instead, Pyongyang is seeking external support for its position. Meanwhile, North Korea is now looking at China with increased suspicion after Zhou Enlai noted that Beijing was not interested in the withdrawal of US troops from Asia. On another note, North Korea asks the Soviets to forbid South Koreans to enter the Soviet Union for the University Olympics held there.

Pak Seong-cheol claims that the American forces in South Korea are a hindrance in the way of reunification and comments on Soviet-North Korean relations and Japan.

DPRK diplomat, Jeong Du-hwan expresses his satisfaction about the mutual relationship between the DPRK and the Soviet Union. He discusses the Pueblo incident, and remarks on the increased tension on the Korean peninsula and in the far east. A.N. Kosgygin describes in frank detail, the continuous economic co-operation that the Soviet Union has with the DPRK.

Stark and Torbenkow discussed North Korean plans for reunification with South Korea. They considered the Korean Department of Foreign Affairs arguement for a confederation with the South to be dangerous. The Korean press supported this plan.
