George Vest to the Secretary of State, 'London Nuclear Suppliers Meeting'

This document provides an overview of the London Nuclear Suppliers' Meeting which included the addition of the five newest countries to the original seven. Most old and new members were receptive when Washington lobbied them to support a “long term and stable regime of restraint” on the export of sensitive enrichment and reprocessing technology. While the French were supportive of the moratorium proposal, the Germans were uncomfortable with it, not least because of the implications for their deal with Brazil.

Record of 'A Chat with K. M. Panikkar at the Quai D’Orsay'

A representative of the German Ministry of Foreign Affairs reports on his conversation with former Indian Ambassador K.M. Panikkar. Panikkar avowed that the Indian government firmly believes that Germany will eventually reunify, while it increasingly fears that Germany will unify by means of war, which would threaten India's own future development. Panikkar suggests that Nehru may discuss this issue in his upcoming meeting with Khrushchev.

Letter, General Secretary of the SED Egon Krenz to General Secretary of the CC CPSU Mikhail Gorbachev

General Secretary Krentz reports to Gorbachev that East Germany has allowed GDR citizens to cross the border to West Berlin following mass protests at the Berlin Wall and its checkpoints. Of the 60,000 citizens who took advantage of the open border, reportedly 45,000 returned to East Germany after visiting the west.

Honecker and Karmal discuss East German support for Afghanistan, as well as threats against Afghanistan, especially from West German and Pakistan.

Ulbricht writes to Khrushchev discussing a peace treaty with Western powers. He mentions that the Bonn government threatens to repeal its trade treaty with the GDR if the peace treaty is concluded with both German states, and the economic problem this would pose for the GDR.

The Polish Embassy in Romania reports on trends in Romanian foreign relations. There are signs of rapprochement with the other socialist countries in the Warsaw Pact after Romania reversed course to join Comecon. Yet Ceaușescu continued to court China and the United States as well.

Hungarian Embassy in Havana (Beck), Report on the Federal Republic of Germany and Cuba

Ambassador János Beck reports on diplomatic relations between the Federal Republic of Germany (West Germany) and Cuba. Beck speculates that FRG does intelligence work for departed Americans. Central to Beck’s report is the fact that Cuba wants to preserve diplomatic relations with as many countries as possible. Relevant is the Hallstein principle and the presence of FRG diplomats and German Democratic Republic’s Political Commission. (There are two self-governing and independent German states in Cuba.)
