State Department telegram to U.S. Embassy London et al., 'Nuclear Suppliers Meeting, April 28-29, 1977'

This document describes the meeting of 15 nuclear supplier states in London where issues were discussed such as full-scope safeguards, including sanctions in the guidelines, purpose of supplier consent, moratoriums, enlargement of membership, and various countries' individual concerns were voiced and addressed.

London Embassy telegram 18324 to State Department, 'London Nuclear Suppliers’ Meeting, November 11 – 12'

This telegram describes what the nuclear suppliers' countries accomplished during their November 11-12 meeting. Continued discussions of safeguards and enlarging the group, and agreed that they would wait on publishing results until after their next meeting, which was scheduled to be the following March in London.

George Vest to the Secretary of State, 'London Nuclear Suppliers Meeting'

This document provides an overview of the London Nuclear Suppliers' Meeting which included the addition of the five newest countries to the original seven. Most old and new members were receptive when Washington lobbied them to support a “long term and stable regime of restraint” on the export of sensitive enrichment and reprocessing technology. While the French were supportive of the moratorium proposal, the Germans were uncomfortable with it, not least because of the implications for their deal with Brazil.

George Vest to Mr. Sonnenfeldt, 'British Comprehensive Safeguards Initiative re Suppliers Conference'

This document describes the differing views regarding safeguards. The Canadians strongly supported the former, “full scope safeguards” (their terminology, which caught on), which the French saw as “tantamount to imposing NPT obligations”--a reference to the Treaty’s Article III--which they would not accept. Arguing that full-scope safeguards was “alien to [their] philosophy,” the French suggested that a “traditional interpretation of the contamination principle (i.e., requiring safeguards on any materials produced in exported facilities),” would make it possible to achieve “the practical equivalent” of the Canadian proposal.

George H. Springsteen, Jr., Executive Secretary, to Lieutenant General Brent Scowcroft, 'Briefing Paper on Non-Proliferation'

In the course of a background paper on the nuclear proliferation problem and policy options, the State Department updated the White House on the state of play of the nuclear suppliers’ initiative: the British, the Canadians, and the Soviets had agreed to attend a meeting; the Germans would agree “if all key suppliers” (France) accepted; and the Japanese, who had also been asked, had not responded. The French had not given an answer and bilateral discussions would take place to go over the issues.

Bulgarian UN Representative Milko Tarabanov, Report to Bulgarian Communist Party Politburo on Disarmament Negotiations

UN Representative Milko Tarabanov reported to the Bulgarian Communist Party Politburo recent developments of the Conference of the Eighteen-Nation Committee on Disarmament. The report summarizes the conference's work from November 1962-December 1962, the period following the Cuban Missile Crisis. Tarabanov reports that Western powers put forward two draft agreements calling for the cessation of nuclear tests in the atmosphere, under water and in outer space, and underground--the proposals were debated during the 17th United Nations session.

The Cubam Missile Crisis occurred during the conference's session. Main issues discussed after Cuban Missile Crisis included: suspension of nuclear tests, Soviet Foreign Minister Andrei Gromyko's proposal at the 17th session of the UN, ways to measure nuclear weapons testing, and military alliances (NATO).

Tarabanov also addresses the inter workings of conference members--Western, socialist, and neutral--including disagreements among Western powers. In summary Tarabanov adds that the prospect for cessation of nuclear tests is poor, but notes that the US may consider closing military bases, though not under pressure of the Soviet Union or neutral countries.

The Cherepanov Case, 1968-1980 Folder 24. The Chekist Anthology

In this folder Vasili Mitrokhin reports that in 1968, a part-time student of the Vilnius Polytechnic University, Cherepanov, was sentenced to two years in a correctional facility for disseminating inflammatory leaflets in downtown Vilnius calling for the overthrow of the Soviet government. In 1970, he returned to Vilnius upon release and was unable to find employment. The KGB recruited Cherepanov, but in 1974 he was fired from the agency network for attempting to exploit his connection with the KGB for personal use, for behaving provocatively and making derogatory statements about the leadership of the KGB, and for intending to leave the Soviet Union.

In 1978, Cherepanov met Yolanda Vachatis, citizen of Canada. They tried to get married, but the KGB intervened. In January 1980, Cherepanov attempted to leave for Israel. He applied for permission from the Office of Visas and Registration at the Ministry of the Interior, but was denied.

In March 1980, Cherepanov met with Heikki A. Surye, citizen of Finland. Heikki agreed to assist Cherpanov and handed him a map marked with locations safe for escape. Cherepanov persuaded Surovets to come along. The two began collecting information critical of the Soviet regime in order to publish it in the Western press.

On June 30, Cherepanov and Surovets left Vilnius for Riga. Once in Riga, Cherepanov mailed a letter to Vachatis, who resided in France at that time, saying that he was planning to meet her there sometime in July. On July 7, Cherepanov and Surovets reached the border zone. The warning system was set off, but, due to a rainy weather, footsteps could not be traced, enabling Cherepanov and Surovets to cross the border. Heads of the 11th and 2nd customs checkpoints and others were reprimanded for negligence and mismanagement of the situation. Cherepanov and Surovets were taken back to the USSR on July 24.
