August 2, 1963	US Embassy Bonn Airgram A-250 to State Department, 'Secretary McNamara’s Conversation with Chancellor Adenauer' In this conversation, Chancellor Adenauer and Secretary McNamara discussed the West Germans signing the U.S. proposed Limited Test Ban Treaty, which Adenauer felt would be a "success" for the Soviets. Adenauer worried that signing the same documents as the Soviets would recognize the Soviet Occupied Zone.
November 27, 1962	Secretary of State to the President, 'Agreement on Non-Diffusion of Nuclear Weapons,' with Enclosures and Cover Memorandum from McGeorge Bundy In this proposed agreement, Secretary of State Rusk asked the White House for authorization to approach the Soviets. Rusk had two central goals in mind: to determine if the Soviets would state whether its allies, such as China, would agree to a nonproliferation agreement and to give Moscow a “somewhat more precise indication of what we have in mind concerning the obligation not to transfer nuclear weapons.”
February 21, 1990	Assessment by the Austrian Foreign Ministry, 'Question of German Unity (State of affairs, February 1990)' The assessment by the Austrian Foreign Ministry of German Unity is broken into five subject areas. The first part concerns the responsibility of the Four Powers to a new unified Germany. Next, West Germany's commitment to German unity dating as far back as 1970. The third portion outlines the border and security concerns of East and West Germany, as well as the Soviet Union, United States, Great Britain, and France. The next part is focused on economic recovery, specifically the lack of certain goods in East Germany (ie cars and houses). Finally, the report addresses the future developments of a unified Germany with an emphasis on the security of nearby states.
