National Security Council, NSC 174, Draft 'United States Policy Toward The Soviet Satellites In Eastern Europe'

This report by the National Security Council discusses Soviet control over Eastern Europe, barriers to Soviet control of the satellites, and the power threat that consolidation poses to the United States. As a result, the NSC recommends that United States pursue a policy of resistance towards Soviet domination of its Eastern European satellites, and should impose pressure and propaganda to weaken Soviet influence.

Comrade Kliszko presents Liu Ningyi with a letter from six socialist countries calling for a conference to discuss aid and coordination in Vietnam in response to "American imperialism." He urges China to rally against this common enemy, despite the ideological differences dividing the socialist nations. Liu responds harshly both to the proposal and to Comrade Kliszko's statement, arguing China "did not want anything to do with a revisionist clique of the Soviet Union’s leadership and its lackeys."

This memo expresses the regrets of the Italian government for the failure of the INF negotiations. According to the memo, Italy “committed itself to the normalization of the East – West dialogue” and proposed resuming Mutual and Balanced Force Reduction talks.

Khrushchev describes his conversations with Josip Broz Tito during his visit to Yugoslavia. They discussed the issues of U.S. aid to Yugoslavia, the Turkish and Greek conflict over Cyprus, the expansion of contact between Soviet and Yugoslav workers and the path to socialism. Tito appeared uneasy and was dissatisfied with relations between the Soviet Union and Yugoslavia.
