Record of conversation between Soviet Ambassador Petrov and Cuban Deputy Chairman Carlos Rafael Rodriguez, in regard to the Cuban trade imbalance with the Soviet Union. Rodriguez notes that Cuba would like to see a decrease in the number of Soviet officials present in the country, and argues that the USSR should be buying Cuban sugar above world market prices as the EEC does. The Soviet side responds that it is supportive of many of these ideas, but that it would take a complete restructuring of the Cuban economy to achieve these aims.

Hungarian Ambassador to Cuba József Szipka reports on Soviet-Cuban relations from the early stages of the Cuban revolution to the present. The Cuban government depends on economic, military and political aid; trade agreements; and cultural and scientific exchanges from socialist governments, primarily the Soviet Union. Szipka adds that the Soviet Union’s flexible political steps during the Cuban Missile Crisis ensured Cuba’s security from a US invasion. From Szipka’s perspective, the missile crisis was a valuable learning experience for Cuban officials.

In an interview with journalist Carmine De Lepsis, Che Guevara discusses the future development of the Cuban economy, the improvement in productivity and the establishment of new labor laws, dealing with the exodus of technicians, and in general part of the lower middle class, and compares the situation in Cuba to Latin America in general.

Khrushchev writes a letter to Gomulka in which he discusses the recent changes in Cuban sugar prices on the world market. Khrushchev wishes to inform Gomulka of what steps the Soviet Union is doing to adjust prices to these fluctuations.
