George Vest to Mr. Sonnenfeldt, 'British Comprehensive Safeguards Initiative re Suppliers Conference'

This document describes the differing views regarding safeguards. The Canadians strongly supported the former, “full scope safeguards” (their terminology, which caught on), which the French saw as “tantamount to imposing NPT obligations”--a reference to the Treaty’s Article III--which they would not accept. Arguing that full-scope safeguards was “alien to [their] philosophy,” the French suggested that a “traditional interpretation of the contamination principle (i.e., requiring safeguards on any materials produced in exported facilities),” would make it possible to achieve “the practical equivalent” of the Canadian proposal.

Telegram illuminates the U.S. –French dialogue over safeguards and other provisions in the nuclear suppliers’ guidance. U.S. Embassy London telegram 9376 to State Department, 'Nuclear Export Policy: Bilaterals with FRG'

The U.S. delegation agreed to develop a policy paper that would take into account French and other views so as to reach agreement on the most “stringent” safeguards possible. A central but divisive issue was whether safeguards should apply to the entire nuclear fuel cycle (later known as “full-scope” safeguards). Another issue was whether multinational auspices for reprocessing and enrichment plants should be mandatory or a matter of discretion by a supplier country.

This memo describes the details of the nuclear suppliers' conference, specifically the details of French participation. Cites the need for common understanding regarding nuclear exports is needed and therefore invites Great Britain, the Soviet Union, West Germany, Japan, and France to participate in the conference. Also details the process of trying to persuade France to participate and dissuading their reluctancy.

George H. Springsteen, Jr., Executive Secretary, to Lieutenant General Brent Scowcroft, 'Briefing Paper on Non-Proliferation'

In the course of a background paper on the nuclear proliferation problem and policy options, the State Department updated the White House on the state of play of the nuclear suppliers’ initiative: the British, the Canadians, and the Soviets had agreed to attend a meeting; the Germans would agree “if all key suppliers” (France) accepted; and the Japanese, who had also been asked, had not responded. The French had not given an answer and bilateral discussions would take place to go over the issues.

Memorandum from William H. Luers, Executive Secretariat, to Winston Lord and Fred Iklé

Kissinger agreed that in his absence Acting Secretary of State Robert Ingersoll and ACDA Director Fred Iklé should meet with French Ambassador Kosciusko-Morizet and that the British, Germans, and Canadians should receive copies of the five-point paper, and also be informed of the approaches to the French and the Soviets.

Record of conversation between Mikhail Gorbachev and Francois Mitterrand, on the subject of Saddam Hussein and his invasion of Kuwait. Both leaders stress the importance of avoiding military conflict and the necessity of a united front for the permanent members of the UN Security Council in order to achieve this. Mitterrand notes his apprehension over the US perception of UN Charter Article 51 and the possibility US initiation of hostilities.

John D. Cockcroft, head of the British Atomic Energy Research Establishment, writes to Homi J. Bhabha, Chairman of the Indian Atomic Energy Commission, informing him that the British will not be assisting India with its beryllium experiements since India has already made agreements with the French Atomic Energy project.

Notice No. 135/79 from the General Secretariat of the Brazilian National Security Council

In 1978 the National Security Council identified the most important shortcoming of nuclear cooperation with Germany: the non-transfer of technology for the production of uranium hexafluoride (UF6). The lack of this crucial phase for the production of nuclear fuel led Brazil to decide to develop this method by national means, in view of the unwillingness of France and Great Britain to export said technology without a full scope of safeguards. The document reports how the government decided to create an autonomous nuclear project with regard to cooperation with Germany and free from the international safeguards regime. Coordinated by CNEN and implemented by the Institute of Energy and Nuclear Research (IPEN), this project represented the first phase of the “parallel” nuclear program whose objective was the autonomous mastery of the nuclear cycle.

From the Diary of V.M. Molotov, Reception of the Chinese Ambassador to France, Jing Tai, on 6 May 1946 at 3:00 p.m. in the Soviet Embassy in Paris

The conversation is concerning the "German question" in terms of the conditions and aftermath of the surrender. PR China sees the negotiation on Germany as becoming an agreement that might apply similar to the question on the Japanese surrender. For this reason Jing Tai asks Molotov to allow China to take part in the negotiations on Germany. The trials of Japanese war criminals were also discussed.
