Summary of Commissioner Maneli's meeting with Ngo Dinh Nhu. Nhu expresses a desire to establish a ceasefire, but notes his inability to make a concrete statement because of the United States. Maneli writes that Nhu's goal is an independent, neutral country, but that he is hindered by his tense, but still existent relations with the United States.

Minutes from a meeting of the RCP CC Executive Committee, discussing a meeting between Romanian officials and Nixon's delegation from the United States. They discuss how Nixon proposed they come to some agreement on a peaceful resolution in Vietnam, guaranteeing South Vietnamese sovereignty and democratic elections. On this, both parties agree. They also briefly discuss American industrial and scientific progress.

Cable from the Chinese Embassy in Vietnam, 'Cuban Ambassador to Vietnam Discusses America’s Plan for Latin American Nuclear-Free Zone'

The Chinese Ambassador to Vietnam reports that the United States is working through the United Nations to prevent Puerto Rico, Guantanamo, and its others holdings in Latin America from being included in any "Latin America Nuclear-Free Zone." The Ambassador suggests that this is an attempt to distract Latin American citizens from their campaign against American military bases in the region.
