Session I contains a speech by Leonid Brezhnev in which he discusses détente, Warsaw Pact economic cooperation, disarmament, national liberation movements, and relations with China, the Western countries, and Japan. All of the leaders agree, except for Nicolae Ceausescu of Romania.
