Lobov about the Establishment of Relations with Taiwan Kataev proposes to Lobov, Chairman of the Expert Council under the President of the Russian Federation, that economic and diplomatic relations with Taiwan can be established through the "buffer" of private companies, as was done in the case of the German company "Binitek".
August 28, 1952	Cable, Zhou Enlai to Chairman Mao [Zedong] and the Central Committee Zhou reports on the latest negotiations with the Soviet Union concerning the Changchun Railway, the Lüshun Port, and a rubber agreement. Zhou and Molotov also discussed the possibility of signing peace treaties with Japan.

They argue over China's policy toward India and toward Taiwan, and assert that China is pursuing a path that will hurt its Communist allies and risk war. Also notes the extent of Mao's personality cult in China.
