Ambassador János Beck reports on diplomatic relations between the Federal Republic of Germany (West Germany) and Cuba. Beck speculates that FRG does intelligence work for departed Americans. Central to Beck’s report is the fact that Cuba wants to preserve diplomatic relations with as many countries as possible. Relevant is the Hallstein principle and the presence of FRG diplomats and German Democratic Republic’s Political Commission. (There are two self-governing and independent German states in Cuba.)

DPRK Ambassador Pak Yeong-chan discusses Hungary's decision to recognize the South Korean government, East German-North Korean relations, and procedures for North Korean citizens traveling to West Berlin.

This memorandum of conversation between the Head of the Far East Department in the East German Foreign Ministry Liebermann and Chinese Ambassador Peng Guangwei refers to China's intention to establish diplomatic relations with West Berlin. The East German side stresses the fact that countries such as Hungary and Bulgaria also established diplomatic relations with West Berlin taking into considerations the conditions posed by the international law and that China should do the same.

Assistant Secretary of State Edward Barrett reviews Free Europe Committee plans with Allen Dulles and other officials. The State Department vetoes startup of Radio Free Europe Baltic broadcasting on grounds that it would duplicate Voice of America broadcasts and insists that the Crusade for Freedom be toned down. Dulles subsequently rejects the latter point in a handwritten annotation.
