Mallaby reports on a conversation at the Nuclear Suppliers Meeting with the US Deputy Under-Secretary for Security Assistance, Nye, on whether the US would raise the issue of South Africa's Kalahari nuclear testing facility. The US assumption was that the South Africans intended to "be on the brink of having a nuclear weapons capability" in order to "moderate Western diplomatic pressure on her about racial and other issues."

Responding to concerns about Great Britain expressed earlier by Premier Zhou in an earlier conversation, Ambassador Nehru reports that UK Prime Minister Macmillan believes that any major powers conference on disarmament should be organized by the US and USSR. Ambassador Nehru emphasized the necessity of Chinese involvement to PM Macmillan.

Prime Minister Ion Gheorghe Maurer describes Romania's new policies and approach to relations with China and the Soviet Union at a time when Romania was increasingly attempting to distance itself from the Warsaw Pact and the Soviet Union's military control. Toward this end, Mauer proclaims a policy of military disengagement and disarmament, declaring that mediation and negotiation are the only legitimate way of resolving international tensions.
