The content of the instructions to be told to the foreign leaders includes discussion of the German problem and Berlin, the problem of disarmament and a halt to nuclear testing, the Near and Middle East, the Far East, and other issues.

The CPSU CC Politburo discusses recent negotiations with US Secretary of State Vance regarding Soviet-American relations and Soviet criticism of the Carter administration’s foreign policy and position on strategic weapons.

Memorandum to the CPSU Politburo from the Suslov Commission regarding a request by the Soviet Ministry of Defense to bring up to full readiness 3 divisions of the Soviet Armed Forces. The memorandum cautions the Soviet leadership that, in case the Polish Armed Forces switch allegiance to the counter-revolutionary forces, another 5-7 divisions might be necessary.
