Maurer expresses frustration with the Soviet Union, referencing the Cuban Missile Crisis and similar "circumstances in which decisions were taken unilaterally, expressing only the Soviet point of view."

Minutes of Conversation between Soviet leader Michael Gorbachev and Romanian leader Nicolae Ceausescu on the status of the East European regimes and Soviet-Romanian bilateral relations. The two leaders discuss the history of Communism, the events taking place in other East European countries, the future of Romania and the Soviet Union and the nature and state of bilateral relations between the two countries.

Ceauşescu was sent in the USSR by Gheorghe Gheorghiu-Dej to establish a meeting between Gheorghe Gheorghiu-Dej and Nikita Khrushchev. During the meeting, Nikita Khrushchev said to Nicolae Ceauşescu: “By sending missiles to Cuba, we ourselves put our head in a bind. I know comrade Gheorghiu-Dej was upset that I had not informed about sending missiles to Cuba. And he has been rightly upset."

This record of the Crimean meeting between General Secretary Leonid Brezhnev of the Soviet Communist Party and East European party leaders addresses Soviet domestic and foreign policies. Also discussed is China's anti-Soviet attitude. Brezhnev mentions the negative reactions of Korea and Vietnam to US President Richard Nixon's planned visit to China. The participants at the meeting are in favor of intensifying relations with Japan. Further discussions focus on the possibility of China joining the UN. All participants at the meeting criticize Nicolae Ceauşescu's visit to China as damaging the interests of the Warsaw Pact. Romania is said to support China's politics towards Albania and Yugoslavia.

V.I Potapov informs on the discussion between Brezhnev and Ceausescu in Crimea in 1979. The Soviets are worried about the separate course followed by the RCP leadership with regards to domestic and international issues. Topics involve the Soviet criticism of the publications of the SRR regarding the Moldavian “territorial question”, the attitude of the Romanian leaders towards the Warsaw Treaty Organization, and towards the Chinese problem.

V.I Potapov informs on foreign and domestic policies of the Romanian leadership, including the education of the population in a nationalist and anti-Russian spirit, publications describing Russo-Romanian and Soviet-Romanian relations regarding Moldova, the anti-Soviet course of the Romanian leadership abroad, including the pursuit of separate relations with China. Soviet representatives claim that Ceausescu is the principal animator of the RCP’s separate course, which he wishes to use to consolidate his power.

Summary of a four hour meeting between Ceausescu and Brezhnev in Crimea, in which the two leaders discussed the Romanian position regarding several international problems. The emphasis of the discussion was the development and formation of the Moldavian nation, which Brezhnev claimed were incorrectly interpreted by contemporary Romanian scientific literature and press periodicals.

Meeting minutes taken by Romanian Ambassador Vasile Sandru at sessions of the Warsaw Treaty Political Consultative Committee, taking place in Moscow on 22-23 November 1978. Session I contains a speech by Leonid Brezhnev in which he discusses détente, Warsaw Pact economic cooperation, disarmament, national liberation movements, and relations with China, the Western countries, and Japan. In Session II and III political leaders of the other Warsaw member countries respond to Brezhnev’s speech. Session IV features a report by Commander-in-Chief Viktor Kulikov on the United Armed Forces. He recommends an increase in military expenditures. All of the leaders agree, except for Nicolae Ceausescu of Romania.
