Meeting of the Political Consultative Committee of the Warsaw Treaty Member Countries

Meeting minutes taken by Romanian Ambassador Vasile Sandru at sessions of the Warsaw Treaty Political Consultative Committee, taking place in Moscow on 22-23 November 1978. Session I contains a speech by Leonid Brezhnev in which he discusses détente, Warsaw Pact economic cooperation, disarmament, national liberation movements, and relations with China, the Western countries, and Japan. In Session II and III political leaders of the other Warsaw member countries respond to Brezhnev’s speech. Session IV features a report by Commander-in-Chief Viktor Kulikov on the United Armed Forces. He recommends an increase in military expenditures. All of the leaders agree, except for Nicolae Ceausescu of Romania.

Note about the experiences of N. Palade, Chief Editor of the Romanian Red Cross journal "Sanatatea" at the Socialist bloc seminar of Red Cross journals. The information note discusses Czechoslovak reactions to the Soviet-led invasion and occupation of Czechoslovakia and especially of Prague. Palade describes his reception by the Czechoslovak officials and the current attitude of the Czechoslovak population vis-à-vis the Soviet Union and the other East Bloc countries, describing the pessimism that seized the population after the August 1968 invasion.

Report on the meeting of the Chiefs of the General Staff of the Armies of the Warsaw Pact

The meeting focused on the need to create a more unified command structure and general staff for the Warsaw Pact. A draft protocol was produced, which the delegates signed.

Report on Meeting of Consultative Political Committee of the Warsaw Pact

The report details changes that had been made to the Unified Command structure over the last two years (since 1966) and the effects that they would have on Romania and its relationship with the Warsaw Pact.

Note of Discussions between Nicolae Ceausescu and Marshal I.I. Jakubovsky

Marshal Jakubovsky briefed Ceausescu and the Romanian leadership on changes that were being made to the Unified Command structure.

Memorandum of Discussions at a Dinner Hosted by Corneliu Manescu in Honor of Marshal I.I. Yakubovksy

The memorandum describes a dinner conversation that took place between Manescu, Jakubovsky, and several other guests. The talk focused primarily on relations within the socialist bloc and how Romania interacted with other countries.

Telegram from George Macovescu to Romanian Ambassador in Moscow

Macovescu is directing the Ambassador to seek an appointment the Deputy Foreign Minister of the USSR. He instructs the Ambassador to do this in order to begin planning for an upcoming meeting of Political Consultative Committee meeting.

Telegram from Romanian Ambassador in Moscow to George Macovescu

The ambassador informs Macovescu that he has seen the Deputy Foreign Minister and has answered the questions asked in the previous telegram.

June 1, 1972

Letter from General Marin Nicolsecu to Vasile Glinga

Nicolescu is informing Glinga about a conversation he had with Lt. General A.A. Dementyev about a draft of a convention on the Unified Command structure of the Warsaw Pact.
