June 16, 1960	Report of the Governmental Delegation Visiting Argentina and Cuba The document includes excerpts from a Bulgarian delegation's report on their visit to Latin America in 1960. The excerpt covers the delegation's visit to Cuba. Avramova and Agnelov report Cuba's desire to establish diplomatic and cultural relations with Bulgaria. Cuba's interest paramountly involve trade. Avramova and Angelov summarize meetings with important government officials, particulalry Ernesto Guevara, head of the National Bank, and Raul Castro, Minister of Armed Forces. Topics include: the development of the revolution against the Batista government, post-Batista power struggles, geographical fatalism and US influence, Cuba's challenges (e.g. illiteracy, the lack of specialists), land and agricultural reform, construction, industrialization. The delegation recommends the establishment of official relations with Cuba and an invitation for Raul Castro to visit Bulgaria.
June 1960	Central Committee Bulgarian Communist Party Politburo Resolution Regarding Establishment of Diplomatic Relations with Cuba In Resolution NO. 136, the Central Committee of the Bulgarian Communist Party establishes diplomatic relations with Cuba; sets the goal of establishing and expanding political, economic, and cultural relations with Cuba; and proposes an invitation for Raul Castro to visit Bulgaria. The resolution includes a report drafted by Minister of Foreign Trade Georgi Kumbiliev, on behalf of Todor Zhivkov, to Prime Minister Anton Jugov. Kumbiliev reviews Cuba's interest in a trade agreement with Bulgaria and provides background information about Cuba's trade agreements with other socialist countries, specifically Cuba's export of sugar and import of petrol and agricultural machines.
June 30, 1960	Central Committee of the Bulgarian Communist Party Politburo Resolution Regarding Establishment of Diplomatic Relations with Cuba Resolution of the Bulgarian Communist Party to establish diplomatic relations with Cuba. A report is presented which describes current Cuban economic and trade relations with the Soviet Union, as well as Poland and Czechoslovakia.
December 1962	Ivan Budinov, Minister of Foreign Trade, Report to Todor Zhivkov, Chairman of the Council of Ministers, Report on Granting a Credit to Cuba In December 1962 Minister of Foreign Trade Ivan Budinov reported to Bulgarian Prime Minister Todor Zhivkov that Bulgaria's 1963 export plan will include the sale of munitions on credit to Cuba. Budinov notes that both the Soviet Union and Czechoslovakia are extending similar credits to the Cuban military. Budinov's report includes the amount of expected sales, proposed credit to extended, and a list of prospective munitions for sale. Budinov asks the Council of Ministers' to approve of the proposal.
October 24, 1962	Message from the Bulgarian Foreign Ministry to the Cuban Embassy in Sofia The Bulgarian Foreign Ministry sends respects to the Cuban Embassy in Sofia and states that "competent Bulgarian authorities have included the Republic of Cuba as a socialist country in the plan for 1963."

April 10, 1968	Comment by Defense Minister Marshal Andrei Gretchko to CPSU CC, 10 April 1968 A comment by Defense Minister Marshal Andrei Gretchko to the CPSU CC on 10 April 1968 regarding the Soviet Union's relations with Cuba. He says, "We provide all-sided aid to Cuba, including considerable military aid. Thousands of Soviet military specialists, i.e., officers, sergeants, and soldiers, are stationed in Cuba, protecting its security, training its forces. However, all of this does not meet with appropriate recognition on the part of the Cuban leaders."

January 31, 1968	SED CC Department of International Relations, 'Information on the Third Plenum of the Central Committee of the Cuban Communist Party and on the Attacks of the Cuban Communist Party against the Socialist Unity Party of Germany' The 3rd Plenum of the Cuban Communist Party took place in Havana on 24-26 January 1968. During the Plenum the decision of the Politburo of the CC was announced not to participate in the consultative meeting in Budapest. Fidel Castro held a 12-hour long speech.
