Telegram from Ion Dorobantu to Corneliu Manescu transmitting the contents of the Chinese reply to the Romanian invitation to send a delegation to the 10th Congress of the RCP. The Chinese refuse, politely, on the grounds that there will be a Soviet delegation present as well.

The Romanian delegation argues against a joint declaration of the Warsaw Pact on non-proliferation for fear that it might be used against China. The other delegations argue that a joint declaration is necessary in order to prevent the creation of the Multilaterall Nuclear Force proposed by NATO.
