They discuss the general relations between the USSR and Romania and other states in Eastern Europe, specifically how closely their militaries and economies are linked to those of the Soviet Union. Enlai notes how individual communist parties now develop independently, instead of in cooperation with others.

Summary of Romanian position on the Euromissiles Crisis presented at October 1983 summit and also shared with the United States via a letter from Nicolae Ceauşescu to President Ronald Reagan.The Ceauşescu – Reagan letter underscored that: (1) Romania did not approve of the Soviet missile deployments; (2) noted that Romania would only participate in defense operations, and specified that it would carefully consider the nature of the call for assistance by fellow alliance members before sending its troops outside of Romanian territory; (3) stressed that the Romanian Armed Forces were fully under national control, giving several specific details on how this was guaranteed; and (4) explicitly noted that Romania did not and would not ever host nuclear missiles on its territory, whether from the Soviet Union or the United States.

Meeting minutes taken by Romanian Ambassador Vasile Sandru at sessions of the Warsaw Treaty Political Consultative Committee, taking place in Moscow on 22-23 November 1978. Session I contains a speech by Leonid Brezhnev in which he discusses détente, Warsaw Pact economic cooperation, disarmament, national liberation movements, and relations with China, the Western countries, and Japan. In Session II and III political leaders of the other Warsaw member countries respond to Brezhnev’s speech. Session IV features a report by Commander-in-Chief Viktor Kulikov on the United Armed Forces. He recommends an increase in military expenditures. All of the leaders agree, except for Nicolae Ceausescu of Romania.

The meeting focused on the need to create a more unified command structure and general staff for the Warsaw Pact. A draft protocol was produced, which the delegates signed.

The report details changes that had been made to the Unified Command structure over the last two years (since 1966) and the effects that they would have on Romania and its relationship with the Warsaw Pact.

Marshal Jakubovsky briefed Ceausescu and the Romanian leadership on changes that were being made to the Unified Command structure.

The ambassador informs Macovescu that he has seen the Deputy Foreign Minister and has answered the questions asked in the previous telegram.

Nicolescu is informing Glinga about a conversation he had with Lt. General A.A. Dementyev about a draft of a convention on the Unified Command structure of the Warsaw Pact.
