Ion Gheorghe Maurer and Nicolae Ceauşescu of Romania meet with Liu Shaoq, Deng Xiaoping, and other Chinese Communist officials. The Romanians discuss the Sino-Soviet Split, the Council for Mutual Economic Assistance, and the organizing structure of the Warsaw Pact. Maurer expresses frustration with the Soviet Union, referencing the Cuban Missile Crisis and similar "circumstances in which decisions were taken unilaterally, expressing only the Soviet point of view."

Prime Minister Ion Gheorghe Maurer describes Romania's new policies and approach to relations with China and the Soviet Union at a time when Romania was increasingly attempting to distance itself from the Warsaw Pact and the Soviet Union's military control. Toward this end, Mauer proclaims a policy of military disengagement and disarmament, declaring that mediation and negotiation are the only legitimate way of resolving international tensions.

Former Romanian Foreign Minister Corneliu Manescu discusses an incident involving the flight of a Romanian delegation over Chinese territory just prior to the Cuban Missile Crisis. Manescu reports that at the time, Romanian leader Gheorghiu-Dej interpreted miscommunication regarding their flightplan as a Soviet attempt on his life. He also discusses the Romanian response to the Cuban Missile Crisis.

Ceauşescu was sent in the USSR by Gheorghe Gheorghiu-Dej to establish a meeting between Gheorghe Gheorghiu-Dej and Nikita Khrushchev. During the meeting, Nikita Khrushchev said to Nicolae Ceauşescu: “By sending missiles to Cuba, we ourselves put our head in a bind. I know comrade Gheorghiu-Dej was upset that I had not informed about sending missiles to Cuba. And he has been rightly upset."
